Most comfort complaints are not a capacity problem. They are a distribution problem. One floor is freezing, another is warm, a diffuser whistles, and the answer is almost always that nobody ever balanced the system. We measure the actual volume at every terminal, adjust dampers and fan settings, and re-measure until each zone is within tolerance of its design figure.
The by-product is lower running cost: a balanced system stops fighting itself, and an oversized fan can often be turned down. You get the readings documented in a form a consultant will accept.
